Selling Alcohol at University Events
Planning to sell alcohol at your event?
To sell alcohol at a University event, a Daily General License must first be requested from The California Department of Alcohol Beverage Control (ABC).
37 – Daily General
Issued as a temporary daily license for On-Sale General issued to a valid non-profit 501(c)(3) or other qualified organizations for fundraising events. License allows on-site consumption to the general public. Sale of alcoholic beverages for off-sale is prohibited. Beer and wine may be purchased from a retailer or wholesaler. Law enforcement approval may be required (BPC § 24045.1, CCR § 59.5).
This license type is subject to Responsible Beverage Service (RBS) requirements and requires at least one person to be RBS trained and certified. This person must be present at the event and actively oversee the alcohol service for the entire duration of the event. Local municipalities may require more than one server to be RBS certified. Please check your local ordinances.

What constitutes the sale of alcohol?
- Exchanging any consideration for alcoholic beverage service constitutes a sale. “Consideration” includes money or drink tickets that have been issued in exchange for money.
- The imposition of a uniform per person admission charge for an event does not constitute a sale, provided the admission ticket or other evidence of payment is not exchangeable for alcoholic beverages.

Who should sign the ABC License Application?
Per the UCR Alcohol for Events Policy 700-60, which is currently under review, the ABC License Application needs to be signed by the Vice Chancellor of Planning, Budget & Administration:
“*If Alcohol will be sold, all appropriate signatures must be obtained and a copy of the license granted by the ABC must be on file with the scheduling office prior to the event, and final approval must be obtained from the Vice Chancellor of Administration.”

What do I do once I receive the approved ABC License for my event?
Submit a new request through the Alcohol Service Review Portal.
You will be prompted to upload your approved Daily General ABC License in the Portal.

Who can serve alcohol at a UCR sponsored event?
All servers are subject to the Responsible Beverage Service (RBS) training and certification requirements through ABC.
We highly recommend using Citrus Grove Catering, The Barn, or The Stable to host your event as they have trained and certified bar stewards.
